The quality and cost of three seedbed systems, including improved floating system, conventional floating system and tray-waterbed system, were compared. The results showed that the seedling quality of the improved floating system was much higher than those of the other two approaches. The advantages of the improved floating system included lower cost and higher economic returns. It is preferable to use the improved floating system instead of the two others.
