Establishment of Tobacco Production Bases Cooperated by Manufacturing and Trading Corporations and Their Tobacco Leaf Quality Management

摘要: 合作基礎(chǔ)、合作層次,、合作機(jī)制和煙葉質(zhì)量管理是制約工商聯(lián)辦煙葉基地健康發(fā)展的4個(gè)關(guān)鍵,。商業(yè)企業(yè)要充分發(fā)揮“雙主體”作用，努力實(shí)現(xiàn)3個(gè)“轉(zhuǎn)變”,，將煙葉質(zhì)量控制目標(biāo)轉(zhuǎn)移到煙葉可用性和客戶需求上來,，將煙葉質(zhì)量管理方式轉(zhuǎn)移到目標(biāo)管理與過程管理高度結(jié)合的軌道上來。

Abstract: The foundation, level, and mechanism of cooperation, and the tobacco leaf quality management are four key factors in the development of tobacco production bases cooperated by manufacturing and trading corporations. It is recommended that trading corporations should play roles as “two-subjects” and strive for “three-transformations”, change their tobacco leaf quality control objectives to tobacco leaf usability and consumer’s requirement, and their tobacco leaf quality management manners to an integrated system in which goal management and process management are fully combined .
